Dream on, Athens. When Beijing presented its 2012 budget this week, the main concern from investors was that the government was not going to run a big enough deficit.

But a closer look at the spending plan reveals that China may have a couple of accounting tricks up its sleeve: its true deficit is likely to be quite a bit larger than the finance ministry claimed.

Before delving into the numbers, it is worth emphasising why a bigger deficit in China would actually be a good thing, both in the short term and the long term.

This year, with exporters facing global headwinds and the domestic property market dipping, Chinese growth is bound to slow. The question is whether the government will be able to ensure that this slowdown is moderate and not sharp.

The weight of that task is going to fall on fiscal policy, because the central bank is unwilling to loosen monetary policy too much for fear of stoking inflation. Hence the disappointment among investors when the finance ministry announced that it was targeting a deficit of 1.5 percent of GDP, just a touch higher than last year. More spending is needed to make up for the gaps left by weak exports and sluggish construction. And with low levels of public debt, China can also easily afford this.

From a longer-term perspective, a bigger fiscal deficit is also a vital ingredient in the economic rebalancing that is required to keep Chinese growth on track. As Mark Williams with Capital Economics wrote this week: “Many inside and outside of government have agonised for years over what policy changes are needed to boost domestic demand. There is a straightforward answer: government should simply spend more itself.”

We can be thankful, then, that the government appears to have under-reported its spending plans. Its forecast deficit of 1.5 percent of GDP looks more like a 2.4 percent shortfall on closer inspection, according to Citigroup economists.

They highlighted two accounting oddities that explain this discrepancy.

First, excess revenue of Rmb270bn last year was plunked into a "fiscal stabilisation fund", allowing Beijing to leave it out of the 2011 accounts and count it as revenue this year. If counted as 2011 revenue, which it clearly was, this year's deficit would be higher by 0.5 percent of GDP.

Second, Rmb192bn of local spending was booked last year but will not actually happen until this year. Accounted for as 2012 expenditure, which it is, China's deficit would rise by a further 0.35 percent of GDP.

Citi's conclusion? That premier Wen Jiabao's forecast of 7.5 per cent GDP growth this year could prove conservative — as Chinese official forecasts generally have done in recent years. Citi says: “The proactive fiscal policy should be supportive of above 8 percent growth in 2012.”

So rest assured, China has plenty of fiscal fire-power in reserve and is preparing to deploy more of it than the finance ministry would have you believe.

This year's session of the National People's Congress is taking place amidst renewed government exhortations for people to study Lei Feng, a humble young man Mao turned into an icon of model behavior, whose only goal was to serve the party.

Congress delegate and lieutenant general, Zhao Gang, says he admires Lei Feng's love of country and mankind, qualities that outshine the actual things he did.

"We can see great things from what Lei Feng did, even though they were just small things. It's just like the reflection of the sun in a drop of water," said Zhao.

Last year, 27 year old Zhang Liangliang and his friends made a movie where an ordinary guy tries to become a superhero by emulating Lei Feng.

"People born in the 1960s or 1970s, perhaps they believe in Lei Feng. Now, though, young people born in the 1980s or 1990s doubt that he was able to actually do all the selfless good deeds that he is credited with," said Zhang.

The film Lei Feng Xia (or Lei Feng Man) has been seen by millions of people online. Zhang says his favorite part is when Lei Feng struggles to clean up his neighborhood.

"He uses a spatula to scrape off advertisements that were stuck on the ground. I've done that before. It's like someone comes to glue the ad there, then another person comes to clean it up, then someone puts something else on top of the same spot," Zhang noted.

As modern Chinese society grows wealthier, official media bemoan a national decline in morality because of things like official corruption and public apathy.

Guangxi delegate Wang Aiqing says this is why China still needs Lei Feng's spirit of selflessness.

"People these days are only pursuing success, fame, their own interests and money, which means they're not really well-grounded," said Wang.  "They need to go back to a good starting point."

Lei Feng died in 1962, at the age of 21. A complete edition of writings attributed to him was recently published, as part of more than 100 new Lei Feng-themed publications planned for this year that include poems, speeches, letters and analyses of his life.

June 7, 1958

"If you were one drop of water, do you moisten the field? If you were a ray of sunshine, do you brighten the darkness? If you were a morsel of food, do you provide others with nutrition? If you were the tiniest bolt, do you stay in place and fulfill your duty? If you want to tell others your ideals, do you preach them day and night? When you are alive do you always remember to work hard and realize your efforts will affect future lives and let the world become more beautiful day by day? I want to ask you: What do you contribute to the future? In life you must be a giver and not just a taker."

Women in China have been enjoying increasing independence and respect in the economic and political arenas as well as their family households, Xinhua reported.

China had about 137 million female workers by October 2010, accounting for 42.6 percent of the country's workforce. This compared to just 610,000 female workers, or 7.5 percent, in 1949 when the People's Republic of China was founded.

Meanwhile, women have started to outshine their male counterparts in journalism, teaching, healthcare and the police force.

Furthermore, in a move to encourage women in rural regions to participate in politics, female officials were elected into all village committees in Shandong, Zhejiang, Anhui, Hunan and Guangdong provinces, all of which completed leadership reshufflings in 2011.

The relatively small number of female politicians in China is a topic of criticism by Western media. However, the ratio of female lawmakers on the national stage stands at 22 percent, compared with only 17 percent in the U.S.

In addition to entering the political arena, Chinese women are also amassing personal fortunes.

China now has more self-made female billionaires than any other country in the world, and many of these women entrepreneurs have rags-to-riches stories that have inspired others to follow suit.

China says it supports resolving the issue of Iran's nuclear program through dialogue, echoing comments made this week by U.S. President Barack Obama. But Chinese Foreign Minister Yang Jiechi told reporters in Beijing Tuesday that countries should be able to have and use nuclear technology for non-weapons purposes. He said China is opposed to anyone in the Middle East developing nuclear weapons.

The comments come a day after the U.N.'s nuclear agency chief said there are "serious concerns" about a possible military element to Iran's nuclear program. A team of inspectors from the International Atomic Energy Agency visited Iran last month, but was denied access to the Parchin military complex near Tehran. Iran's ISNA news agency said Tuesday that Tehran will allow inspectors to visit the site. The IAEA chief, Yukiya Amano, said Monday the agency is aware of "some activities" at the site, and that they believe "going there sooner is better than later." Israel and Western powers accuse Iran of trying to develop nuclear weapons under the cover of a civilian energy program, a charge Tehran denies.

Many people try to lose weight and never manage to, and this is why you need to make the most of the best exercise that it around. Walking.

If you think about the things that you do in your life, you probably find that you get out of walking whenever you can. Whether that's taking the car to the shops that are just around the corner, or taking a lift when you're only going up one floor of the building.

If you try to change your life so that you are walking more, you will find that you're able to burn more calories and therefore lose more weight. You should try to take the stairs rather than the lift wherever you can, as this means that you will raise your heart beat higher.

In addition to this, if you take the bus a lot, then you should try getting off a couple of stops earlier than you might have done in the past. Not only will this help for you to get more exercise, but it will also help you to save a little bit of money at the same time because you won’t have to pay for as much time on the bus as you would have done in the past.

If you get a newspaper delivered to your door, think about whether you could walk to the shops in the morning and pick it up instead. This would raise your metabolism at the most important time in the day.

If you choose to take these tips, then you should find that you are able to lose a little more weight than you are at this moment in time. Every little helps, no matter how small, so even getting out of the house and walking around the block is better than simply sitting at home and not doing anything at all.

People in China are among the most fearful of getting old, a new global survey suggests.

According to Bupa, a British healthcare organization, which asked 12,262 people in 12 countries about their attitudes toward aging, 28 percent of the Chinese polled said they feel depressed when they think about getting old.

And although 72 percent of all respondents aged 65 and over said they do not feel old, the survey conducted in June and July this year found more than half of those aged 45 to 54 in China already consider themselves to be elderly. About 30 percent of Chinese respondents said they worry about who will look after them in later years, while 91 percent agreed the government of the world's most populous nation should improve care for the elderly.

However, because people in China think about their future earlier, research suggests the country could be one of the best prepared for addressing the aging problem. About one third of Chinese respondents - more than double the global average - said they have put money aside for retirement, while 46 percent have taken out insurance, the poll showed.

Meanwhile, the Bupa survey revealed France is the most "young-at-heart" nation, with almost one third of French respondents believing people are only old when they pass 80. Indians appeared to be the least bothered of all countries surveyed about getting older (70 percent) and the best prepared with 71 percent of Indians stating that they have already made some kind of preparation for their later years.
